A nominal muster roll (NMR) is a muster roll that lists casual workers by name. The term comes from public works departments, where labour engaged on daily wages, rather than through a contractor at measured rates, is recorded and paid on NMR.
On many sites "NMR" has come to mean day-work labour: helpers or gangs paid for the days they attend, for jobs that are hard to measure, such as cleaning, shifting material or minor repairs. Labour contractors may raise a separate NMR bill alongside their measured bill.
Because NMR is paid on attendance, it needs tighter control: daily headcount, what the workers actually did, and an engineer’s sign-off. Unchecked NMR bills are a common place for costs to leak. Where possible, convert regular NMR jobs into measured items with an agreed rate.
